SUMMARY PLAN DESCRIPTION

To All Participants:

Effective July 1, 1985, the Board of Trustees of the Southern California IBEW-NECA Pension Trust Fund adopted the Southern California IBEW-NECA Defined Contribution Plan ("Plan"). This Plan was restated in 1990, 1995, 2001, 2010 and again on January 1, 2014.

We are pleased to provide you with this Summary Plan Description written in Question and Answer form. It provides a summary in clear, understandable, and informal language of the major provisions of the Plan, including a description of the benefits to which you may be entitled.

The Board of Trustees has the sole and absolute authority and discretion to interpret the provisions of the Plan and to determine all issues related to eligibility for payment of benefits and the amount of benefits to be paid under the Plan. The Board of Trustees has authorized the Administrative Trust Funds Office in certain circumstances to communicate with you on its behalf, and you may rely on such official, written communications sent to you on behalf of the Board from the Administrative Trust Funds Office. However, information you receive from the Union, from employers or from the representatives of either, and all oral communications should be considered unofficial.

In the event of any conflict between the information in the Summary (Questions and Answers) and the official Plan, the Plan will govern. The other controlling legal document is the Trust Agreement, copies of which may be obtained from the Administrative Trust Funds Office at a modest expense.

The Trustees may make further revisions to the Plan if changes are needed to make sure that the Plan will comply with new regulations as they are issued by the Department of Labor and Internal Revenue Service, and to ensure that the Plan remains qualified under the Internal Revenue Code.

IT IS IMPORTANT TO REMEMBER THAT SOME PLAN PROVISIONS HAVE CHANGED AS THE PLAN HAS BEEN AMENDED. EARLIER PLAN PROVISIONS MAY BE APPLICABLE WHEN SERVICE HAS NOT BEEN CONTINUOUS OR, UNDER OTHER CIRCUMSTANCES, SUCH AS WHEN AN EVENT OCCURRED.

We believe this Plan, together with benefits from the Southern California IBEW-NECA Pension Plan, will be an important source of retirement income and security for you and your family.
