Retiree Health Summary Plan Description

Eligibility Requirements

You are eligible for the Retiree Health Plan if you are a Local Union 11 pensioner who has retired and receives benefits from the Southern California IBEW-NECA Pension Plan, and if you meet the eligibility requirements as of your original pension effective date.

Important:  Enrollment in the Retiree Health Plan is not automatic.  You must complete an application, agree to pay a portion of the monthly medical cost and enroll in the Plan.  You will have only one election period, at retirement, to enroll in the Plan provided you meet the eligibility requirements of the Retiree Health Plan.

The requirements are as follows:

  1. You are 55 years old or older and have accumulated at least 25 years of credited service under the Southern California IBEW-NECA Pension Plan,
    OR
    You are 62 years old or older and have accumulated at least 10 years of credited service under the Southern California IBEW-NECA Pension Plan.
    AND

  2. At the time of your retirement, you have accumulated at least 10,500 hours contributed to the Southern California IBEW-NECA Health Plan (including Health hours sent through I.O. reciprocity) in 7 of the 10 years immediately preceding the date of your retirement,
    OR

  3. At the time of your retirement, you have accumulated at least 30,000 hours contributed to the Southern California IBEW-NECA Health Plan (includes Health hours sent through I.O reciprocity).
    AND

  4. You elect coverage and pay a portion of the cost of your benefits (self-payment) and those of your spouse, as required by the Retiree Health Plan. The self-payment may be deducted from your monthly Southern California IBEW-NECA pension benefit OR monthly self-payments may be made to the Southern California IBEW-NECA Health Plan.

You and your spouse are not eligible for coverage under this Retiree Health Plan if, after attaining initial eligibility for coverage under the Southern California IBEW-NECA Retiree Health Plan, you have ever engaged in Non-Covered Electrical Employment as that term is defined under the terms of the Southern California IBEW-NECA Pension Plan or if your pension benefits or any portion thereof have been delayed or suspended under the terms of the Southern California IBEW-NECA Pension Plan as a result of having engaged in Non-Covered Electrical Employment.

However, you and your spouse may reinstate eligibility for coverage under this Retiree Health Plan upon a subsequent retirement if prior to that retirement you returned to Covered Employment as that term is defined under the Southern California IBEW-NECA Retiree Health Plan and earn five (5) years of Credited Service under the Southern California IBEW-NECA Pension Plan after you have engaged in Non-Covered Electrical Employment as that term is defined under the terms of the Southern California IBEW-NECA Pension Plan or if your pension benefits or any portion thereof have been delayed or suspended under the terms of the Southern California IBEW-NECA Pension Plan as a result of having engaged in Non-Covered Electrical Employment.

If you return to Covered Employment and earn five (5) years of Credited Service under the Southern California IBEW-NECA Pension Plan after having engaged in Non-Covered Electrical Employment and subsequently work in Non-Covered Electrical Employment, you and your spouse shall permanently forfeit any future eligibility for coverage under this Retiree Health Plan with the exception of any applicable non-subsidized COBRA or conversion rights.
