State of Emergency - LA County Wildfires

The Southern California IBEW-NECA Administrative Corporation is closely monitoring the fires and high winds throughout the Southern California area. Our top priority is the safety of our Plan Participants, staff, and community.

Due to ongoing and developing wildfires, there may be some delays to our Customer Service. Please contact us at (323) 221-5861 or by e-mail at retirementbenefits@scibew-neca.org. We will respond as soon as possible.

We will continue to evaluate the situation and provide updated information as it becomes available.

Blue Shield PPO

  • Your pharmacy benefits with Blue Shield of California, in case of mandatory evacuation, will allow the immediate refill of prescription medications for members with prescription drug benefits - even if the medication isn't due for a refill. Contact your pharmacy (or the retail pharmacy chain) or call us at the number on your Blue Shield member ID card for more information. Your address will need to be listed on the Cal-Fire affected areas.
  • Virtual care is available anytime, anywhere. It's included with most Blue Shield plans.
    • Teladoc connects you with a doctor by phone or video, 24 hours a day. Call 1-800-TELADOC (800-835-2362).
    • NurseHelp 24/7 offers advice from a registered nurse at any time. Call (877) 304-0504 (TTY: 711).

  • to access your mental health benefits, you can access resources such as counseling through blue shield's mental health service administrator (mhsa). for help, call the hotline at (800) 327-7451 (tty: 711), 24 hours a day, seven days a week.
  • are you enrolled in a care and disease management program? if you are and need to evacuate, contact your case manager or call the number on your blue shield member id card to ensure your care isn't interrupted.
  • if you have been displaced, you may seek care through an out-of-network provider at in-network benefit levels. you may also replace medical equipment and supplies if needed.
  • lost your blue shield id card? you can view it online by logging in to your online account and clicking on id card. you can also access your digital id card through the blue shield app. just log in and select id card.

Kaiser Permanente

getting your prescriptions if you're affected or displaced:

for general pharmacy information or to refill a prescription over the phone, please call 1-866-385-2644 (m-f 8am-6pm). if you need an urgent prescription or refill, you can go to any open kaiser permanente pharmacy. to search for a pharmacy near you, visit our facility directory.

if you would like your nonurgent prescriptions mailed to you, you can order them online on kp.org or call our southern california mail order pharmacy at 1-866-206-2983. (m-f 8am-6pm). please note, it may take 3 to 5 days to deliver your prescriptions via mail. for information about member coverage or how to redirect or replace your prescriptions, or if your kaiser permanente id card has been lost, call our member services contact center.

information for kaiser senior advantage medicare members who are affected or displaced by the wildfires

if you are a kaiser permanente senior advantage member in los angeles county and you are unable to obtain services from kaiser permanente providers because of the wildfires, you may access covered services from out-of-network providers at in-network cost sharing. you may also access our telehealth services via kp.org or the kaiser permanente app.

this flexibility applies from when the governor of california issued a state of emergency declaration on january 7 and until there is no longer a disruption of access to health care.

please call the medicare member service contact center at 1-800-443-0815 (8 a.m. to 8 p.m. pt, 7 days a week) for assistance in accessing care and covered services. for tty, call 711. for language interpretation services, call 1-800-324-8010.

when calling, be sure to notify the member services representative that you've been affected by the wildfires. if you access services from an out-of-network provider during this emergency and receive a bill, you should submit the invoice to kaiser permanente for reimbursement as appropriate.

UnitedHealthcare

find care and get your medications

if you need help seeing a health care provider right now, you have options. you can use the unitedhealthcare mobile app or our website to find a network provider or to schedule a virtual visit.1

need early refills for your prescriptions? just call customer care at 1-800-624-8822 or the number on your member id card and tell the representative that you've been affected by a disaster.

due to wildfires that are impacting california, unitedhealthcare is authorizing a one-time override of the refill too soon (rts) edit for members who reside in or may be visiting the area.

member assistance program (map)

optum map program offers tools to help with trauma, loss, grief and general mental health support for all situations. impacted members are encouraged to use the public support line - 866-447-3573 - which is open for two calendar weeks after each reported event and is completely confidential

in addition to the eap, members can visit optumwellbeing.com 1-800-624-8822 a public-facing website with helpful resources for both crisis and non-crisis support. from that site, scroll through various article topics all focused on what members may be experiencing during a natural disaster to find the right resources. emotional support resources and information are also available online at www.liveandworkwell.com.

Delta Dental

Enrollees with special situations, or with any other extenuating circumstances resulting from these wildfires, may call their Delta Dental customer service center for assistance. Enrollees should also contact customer service if a dentist is not available due to this emergency. You can call Customer Service at (800) 422-4234 or go online to find contact information and an online customer service form on our website.

Anthem Blue Cross Medicare Advantage

  1. access to healthcare services: anthem blue cross is providing access to essential healthcare services, including the authorization for prescription refills and medical treatments that may have been disrupted due to the wildfires.
  2. customer service support: anthem blue cross's customer service team is readily available to address any concerns or questions regarding benefits and services. they are equipped to assist with emergency care needs and provide guidance on accessing medical services, even if you are away from home.
  3. mental health support: to help cope with the stress and emotional impact of the wildfires, anthem blue cross is offer mental health support and counseling services. members can arrange counseling sessions with a licensed therapist or psychologist through livehealth online, available 24/7.

VSP (For Blueshield and UnitedHealthcare Participants)

if the recent disaster has impacted your employees, no-cost eye care and replacement eyewear are available for vsp members.

  • any vsp member who has lost or broken their eyewear due to the socal fires can call our member services support line at 800.877.7195 to have their vsp benefits reinstated regardless of eligibility.
  • individuals without vsp coverage can contact their local american red cross chapter or shelter, or call 800. red-cross (800.733.2767) to ask about support for replacement eyewear, which may include vsp eyes of hope gift certificates or an alternative solution.

DB Pensioners - Direct Deposit

If you are temporarily or permanently displaced and you receive a monthly physical Pension check, you may consider signing up for Direct Deposit. First, it's more reliable and safer than receiving a check in the mail. Some retirees have notified the Pension Fund that they receive their checks late because of delays in the postal service or not at all. The Direct Deposit (EFT) program will give your Pension Fund control of the timing of the payment, and that's good for you. Second, it's convenient for you. Your money is electronically credited to your account at the start of the first business day of the month. You need not worry - the money is in your account.
